I would bet that "Beneficial Occupancy Date" is correct since this is a construction project.  
I could ask the person who sent the memo (and probably will if I get a chance to at the right time).  I just didn't want to appear completely clueless to their terms, but in this case it seems I really am!!!
Thanks for all the help and replies.  When I find out the correct answer I'll let all of you know.
