Who is responsible to rebuild Afghanistan? What part should the U.S. and the U.K., if any, play in it, and WHY?

I think all the well-off countries in the world so pay to rebuild Afghanistan - ie US, UK, Russia, Saudi - the lot of us.
The reasons I can think of for us doing that are as follows:-
1) Some of us took the military action that caused the destruction in the first place
2) If we leave them in the lurch, we could be looking at another "government" like the Taliban taking over - this is why the place is in the mess it is now - we all walked away after Russia came out, and the end result was the Taliban regime.
3) As they are our brothers and sisters in the human race, we should be helping them at their time of need.
