What's your impression of a department head who does the following? Yes, it's my boss, the CFO of the company.
About half of our department was working on December 23; the rest were on vacation already. We had planned early on through a series of emails to have a "potluck" luncheon; everyone still working brought in something to share for lunch.
My boss came in to work for half a day and planned to leave at noon (when we were scheduled to eat). I asked him to please join us. There were about 12 of us having lunch together.
I fully did not expect him to stay. That's just the kind of person he is, but I thought it would be a wonderful opportunity for him to connect with his staff. He could have stopped by and said something like, "Sorry I can't stay, I've got an appointment, but I hope you all have a Merry Christmas. Enjoy your lunch." That would have really gone far to score points with everyone and melt the ice. No such luck; he snuck out without a word.
This guy is really a cold fish!

Hello and Merry Christmas!
My take on this would be that it was his loss, although I would also feel sorry for the guy who was so cut off from the workers that he cannot see a little good will goes a long way - just like saying thank you.

It is a shame the boss is not closer to his people. Being in touch with your team and workforce go a long way in business. The respect should go up the ladder as well as down. Well, this is going to be a new year. Maybe this is a behavior you can help him with. I helped my boss a few years ago become closer to his people. His previous assistant had created a personna and drove a wedge creating him as untouchable, unapproachable, and noncommunicative to his team. However, once I got into the role, I changed that perception. We have regularily scheduled potluck lunches I make sure his schedule will allow. I even block a little more time so he can visit with the team and not be rushed to the next meeting. I even began scheduling 30 min. to an hour blocks of time deliberately left open so he can get out on the floor, talk to folks, or just catch up on whatever he needs to carch up on. He never had this before and h. appreciates this too, It has changed the atmosphere in the office.

I've never really worked anywhere where the CEO got involved with staff on the ground.
I guess that's just the way some companies operate so I wouldn't expect any more or any less.
Sometimes it's good that the boss doesn't get involved. Maybe he thought he would be intruding, maybe he felt awkward that he had to leave or maybe his mind was on something else.
I wouldn't make a big deal of it. Christmas can be a difficult time of year for a lot of people.
