In an organisation I worked for jobs were advertised on the internal board but it was well known that ones with a short (usually 7 days) closing deadline were already allocated to someone but they had to go down the advertising route to ensure they were 'seen' to be giving everybody an equal chance.
I agree with the fact that once you have decided to do something such as look for another job, if you are unhappy in the one you are in, you do feel calmer and even stronger which can only be a good thing as it makes you more positive that you will get what you want in the end.
