Not sure if that is a feature in outlook.  Lotus Notes will not let you do it though.  It does make the transition when someone leaves a position a bit cumbersome.  We also use a database to reserve meeting rooms.  We can't remove peoples names who have blocked a room for a year for a repeating meeting, so it clogs up room availability as well.
