Depends on how junior they are and how long they have been with the organisation, as to what you include or leave out. If these are junior secretarial people you are training I wonder whether you need to include Minutes here.
As someone else has also responded I think it will be far more important to concentrate on communication skills - especially on the telephone. Lots of people don't realise that if they smile while answering the phone, it comes out as far more friendly!! And of course a well written, well laid out letter/email.

Health and Safety is important too, especially if these are people who have just started work who may have had little or no training.
Important too, is how you present it. Most people have relatively short attention spans. So break up any presentation with different activities or lighten it with cartoons / jokes (not side splitting ones but just to lighten up).
