If you have already drawn attention to your managers that you don't have sufficient work, then you really have done all you can possibly do, but maybe you could also keep trying to expand your job profile. If there is genuinely no prospect of increase in workload over the year, then you perhaps ought to consider moving on. Keep the job whilst you are looking because a salary coming in is important these days and it seems "easier" to find a job whilst you still have one with the job market being what it is. You can also always try to improve your skills during the periods when you don't have much work. Good luck!
